Course Objective and Content

Course Objectives: The objective of the course is to teach the history of strategic public administration, its theoretical and conceptual qualities as well as its application in Turkey and some other countries. The principles of implementation of strategic public administration according to differences of the political system will be especially examined and planning, resource management, efficiency, productivity and quality management, and audit issues.
Course Content: The subject of this course is strategic public administration with theoretical and conceptual development and implementations in Turkey and various countries. Changes in economic, political and social conditions have caused a transformation in the public administration understanding in terms of its content, scope and dimensions. Increasing expectations and demands, and the diversification of the service sector concerning quality and quantity have shown that public administration cannot be effective without strategic planning. In our course, these topics will be tackled.

Learning Outcomes

The students who have succeeded in this course;
1) Analyzes and evaluates the conceptual and institutional framework of the subject.
2) Knows the Strategic Management Model Applied in Turkish Public Administration and Evaluates.
3) Strategic Planning Process in Turkish Public Administration and knows the legislation on which it is based at the application level.
4) Analyze the Adoption and Implementation Process of Performance Based Budget.
5) Analyze and Review Activity Reports.
6) Analyze Audit Procedures and Principles in Strategic Management and Make New Suggestions with Synthesis.
7) To be able to design and prepare scientific studies such as theoretical or experimental projects, reports, articles, theses, etc. on their own or with others, and to be able to use qualitative and quantitative research techniques related to their field.
8) Develops behavior in accordance with ethical and social values and evaluates what he / she has learned and decides what he / she needs and questions the information he / she has acquired with critical approaches.
9) To be able to transfer his/her opinions, thoughts and suggestions for solutions to the relevant persons and institutions in written and verbally.
10) To be able to use information and communication technologies together with computer software at least at the advanced level of European Computer Driving License required by the field.
