Course Objective and Content

Course Objectives: Local administrations are democratic administration organizations formed outside the central government to perform local public services. They are public legal entities with administrative and financial autonomy, established to meet the common needs of the local people and whose decision-making bodies are determined by democratic elections. Local administrations have gained great importance in developed western countries as the “cradle of contemporary democracy” and centers of social and economic development. The main aim of this course, how a course is influenced by developments in the world of local governments in Turkey in the first period and analyzed to understand their relationship with Europe.
Course Content: This course begins with an introduction to brief up-to-date information about local administrations and some issues related to their choices. The second part of the course is organized in order to understand the effects of developments in the world and Europe on Turkish local governments. The third section deals with local participation and local participation methods such as city councils. The fourth chapter covers the international institutions of local governments in Europe, their work and our country's relations with these institutions and studies. In the last part of the course, a brief information will be given about the local government structures of some European countries, which will be included in student presentations. During these studies, it will be ensured that students prepare preliminary studies and presentations on the topics to be covered in the course in order to improve their research, analysis and presentation skills. A homework will be prepared and presented in the classroom on a subject chosen by the student from the options given by the lecturer about local governments. With the participation of the students, the teaching method of the lesson will be provided with an interactive feature that includes mutual discussions. Therefore, weekly readings should be done before coming to the class.

2) - Will be able to distinguish the different methods used in local administrations;
3) - Analyze the differences between decentralization and centralization.
